Saskatchewan Immigrant Nominee Program (SINP)

The Saskatchewan Immigrant Nominee Program (SINP) allows non-Canadian’s to apply for permanent residency in Saskatchewan. Successful applicants will be nominated to the federal government so that they can gain permanent residency.

The SINP has four broad streams:

  1. 1. International Skilled Worker Category  is for overseas skilled workers who want to reside and work in Saskatchewan through one of the following streams:
    • 1.1 International Skilled Worker: Employment Offer
    • 1.2 International Skilled Worker: Occupation In-Demand
    • 1.3 International Skilled Worker: Saskatchewan Express Entry
  2. 2. Saskatchewan Experience Category: is for foreign nationals currently living and working in Saskatchewan on a valid work permit through one of the following streams:
    • 2.1 Skilled Worker With Existing Work Permit
    • 2.2 Semi-skilled Agriculture Worker with Existing Work Permit
    • 2.3 Health Professionals
      • 2.3.1 Physicians
      • 2.3.2 Nurses
      • 2.3.3 Other Healthcare professions
    • 2.4 Hospitality Sector Project
    • 2.5 Long-Haul Truck Driver Project
    • 2.6 Students
  3. 3. Entrepreneur Category is for entrepreneurs who are looking to start a business in Saskatchewan
  4. 4. Farm Category is for farmers who plan to purchase and operate a farm business in the province of Saskatchewan.

This category is for overseas skilled workers who have a job offer in a skilled occupation in Saskatchewan.

Eligibility criteria

  • Must be living outside Canada when applying OR have proof of legal status in Canada (cannot be a refugee claimant)
  • Must score a minimum of 60 out of 100 on the SINP assessment grid based on the following factors: Education and training, skilled work experience, language ability, age, & connections and adaptability to the Saskatchewan labour market
  • Must have a minimum of 12 months’ work experience over the last ten years in the intended occupation
  • Demonstrate minimum language proficiency of CLB 4 in either English or French (Depending on the job, some employers could ask for a higher score than CLB 4)
  • You would need to show appropriate licensure if your occupation is in a regulated profession or compulsory apprenticeship trade
  • Show an offer of employment for permanent, full-time work. The job needs to be listed in an occupation in the NOC Code under skill level A, B or O in a designated trade. You would need to provide a valid job approval letter to show proof of this.

Steps to apply

  • To apply under this category, you would first need to submit an Expression of Interest (EOI)
  • If you meet all eligible criteria and score high amongst the other candidates in the express entry pool, you will receive an invitation to apply (ITA)
  • You will then need to follow the guidelines for the Application Process to apply  
  • You would need to scan and submit all required provincial and federal forms, and any other supporting documents
  • The final step is to pay a $300 non-refundable application fee online, using Visa or Mastercard

1.2 International Skilled Worker – Occupation in Demand

This category applies to overseas skilled workers who do not have a job offer in Saskatchewan but are highly skilled in an in-demand occupation in the province.

Eligibility Criteria

  • Pay a refundable deposit of $300 application fee online through VISA or Mastercard.
  • You need to be living outside Canada when you apply or have proof of legal status in Canada (You cannot be a refugee claimant)
  • Must score a minimum of 60 out of 100 on the SINP assessment grid based on the following factors: Education and training, skilled work experience, language ability, age, & connections and adaptability to the Saskatchewan labour market
  • Demonstrate minimum language proficiency of CLB 4 in either English or French (Depending on the job, some employers could ask for a higher score than CLB 4)
  • Completed post-secondary education that is at-least one year in length and equivalent to the Canadian education system and earned a diploma, certificate or degree upon completion. If you have an international educational qualification, you would need to get an educational credential assessment (ECA) to determine if your qualification is valid
  • Minimum of one-year work experience in the last 10 years in a skilled occupation on the NOC code, under skill level O, A or B as listed on the SINP In-demand occupation list. The job needs to be in your field of education.
  • If required, you may need to show proof of professional status or licensure
  • Show proof of settlement plans and appropriate funds  

Steps to apply

  • To apply under this category, you would first need to submit an Expression of Interest (EOI)
  • If you meet all eligible criteria and score high amongst the other candidates in the express entry pool, you will receive an invitation to apply (ITA)
  • You will then need to follow the guidelines for the Application Process to apply  
  • You would need to scan and submit all required provincial and federal forms, and any other supporting documents
  • The final step is to pay a $300 non-refundable application fee online, using Visa or Mastercard

1.3 International Skilled Worker - Saskatchewan Express Entry

This category is for international skilled workers who wish to live and work in Saskatchewan and are currently in the IRCC Express Entry pool.

Eligibility Criteria

  • Pay a refundable deposit of $300 application fee online through VISA or Mastercard.
  • You need to be living outside Canada when you apply or have proof of legal status in Canada (You cannot be a refugee claimant)
  • Accepted into the IRCC express entry pool and have a valid express entry profile number and job seeker validation code
  • Must score a minimum of 60 out of 100 on the SINP assessment grid based on the following factors: Education and training, skilled work experience, language ability, age, & connections and adaptability to the Saskatchewan labour market
  • Demonstrate minimum language proficiency of CLB 4 in either English or French. The test results need to match what you have declared in your express entry profile 
  • Completed post-secondary education that is at-least one year in length and equivalent to the Canadian education system and earned a diploma, certificate or degree upon completion. If you have an international educational qualification, you would need to get an educational credential assessment (ECA) to determine if your qualification is valid
  • Have at least one of the following:
    • One-year work experience in a skilled profession (non-trades) in the last 10 years
    • Two-years’ experience in a skilled trade in the last 5 years
    • One-year work experience in Canada over the last 3 years (Trades and non-Trades)
  • Have work experience in a highly skilled occupation on the NOC code, under skill level A, B or O, that’s included on the SINP in-demand occupation list.
  • If required, you may need to show proof of professional status or licensure
  • Show proof of settlement plans and appropriate funds 

Steps to apply

This category is for skilled workers who have been working in Saskatchewan for a minimum of 6 months on a valid work permit.

Eligibility Criteria

  •  A full- time, permanent job offer from a Saskatchewan employer, that falls into an occupation on the NOC code under skill level A, B or O or in a designated trade
  • Have a valid SINP job approval letter and worked for more than six months on a valid work permit for the same employer offering you the job
  • The new job position offered must be for the same position that you have been working in for the past six months or more
  • Demonstrate a minimum language proficiency of CLB 4 if the job falls under skill level C of the NOC code.
  • Show proof of eligibility for a Saskatchewan licensure if the occupation is regulated in Saskatchewan and requires certification

2.2 Saskatchewan Experience Category:Semi-skilled Agriculture Worker with Existing Work Permit

Applicable for semi-skilled agriculture workers who have already been working in Saskatchewan on a valid work permit for at least six months.

Eligibility Criteria

  • Have an offer for a full-time job from an eligible Saskatchewan employer in one of the following occupations on the NOC code:
    • NOC 8431: General Farm Worker
    • NOC 8432: Nursery and Greenhouse Worker.
  • Have a valid SINP job approval letter and worked for more than six months on a valid work permit for the same employer offering you the job
  • The new job position offered must be for the same position that you have been working in for the past six months or more
    • Your work permit needs to be for one of the following programs:
      • Seasonal Agriculture Worker Program
      • International Experience Canada
      • Temporary Foreign Worker Program
  • Completed a minimum of a Canadian high school education or international equivalent. International qualifications would need to be accompanied with a valid Educational credential assessment (ECA) to prove that the qualification is valid.
  • Demonstrate a minimum language proficiency of CLB 4 if the job falls under skill level C of the NOC code.

2.3 Health professionals

This stream is for skilled workers who have been working full-time in Saskatchewan on a temporary work permit for at least six months as a:

  1. Physician
  2. Nurse
  3. Other health professional

2.3.1 Physician

Physicians can be applicable for permanent residency under this stream if they have the required educational and professional qualifications needed to work in the province and meet the following criteria:

Eligibility Criteria

  • Valid work permit as issued by the IRCC
  • Been practicing in Saskatchewan as a physician for at-least six months
  • Received a full-time, permanent job offer issued by the provincial health authority or the health education institution where you are currently working.
  • The job offer needs to detail the permanent arrangements which allow you to practice medicine in the province; including a business plan/contract, a partnership agreement or some other document which describes your practice.
  • Have a valid SINP Job Approval Letter
  • You would also need to have a letter of support from the College of Physicians and Surgeons of Saskatchewan (CoPSS). The letter would need to include the type of licence and the expiry date, and the support extended by CoPSS in helping you become a permanent resident in Saskatchewan.
  • You may additionally be asked for a letter from the Royal College of Physicians and Surgeons of Canada, with details of your licence

2.3.2 Nurses

Through this stream, Saskatchewan can nominate licensed practical nurses (LPN), Psychiatric nurses or Registered nurses for permanent residency if they have the necessary educational and professional qualifications to work in the province.

Eligibility Criteria

  • A valid work permit issued by the IRCC
  • Been practicing as a nurse for at-least 6 months in Saskatchewan
  • Have been offered a permanent, full time job offer from the Saskatchewan Health Authority, The Saskatchewan Cancer Agency or a publicly funded health employer
  • Have a valid SINP Job Approval Letter

2.3.3 Other Health professions

Saskatchewan could nominate other health professionals for permanent residency through this stream if:

  • They are currently working in health-related jobs that are supported by an appropriate regional health authority.
  • Working in a job that falls under the Skill type O, A, B or C of the National occupational code (NOC)
  • Have at least one year of post-secondary education qualification of job-specific training

Eligibility Criteria

  • A valid work permit issued by the IRCC
  • Been practicing as a nurse for at-least 6 months in Saskatchewan
  • Have been offered a permanent, full time job offer from the Saskatchewan Health Authority, The Saskatchewan Cancer Agency or a publicly funded health employer
  • Have a valid SINP Job Approval Letter
  • A minimum language proficiency of CLB 4 if the job falls under skill type C of the NOC code
  • Show proof of eligibility for a Saskatchewan licensure if the occupation is regulated in Saskatchewan and requires certification
  • A letter of support from the relevant licensing body
  • A letter from the employer stating that the job position was advertised based on a relevant collective agreement and currently remains vacant

2.4 Hospitality Sector Project

This category is for overseas workers who wish to apply for Canadian permanent residency, currently working in Saskatchewan on a temporary work permit. You must have been working for an SINP approved hospitality employer for a minimum of six months, and are working in one of the following jobs:

  • Food/Beverage Server (NOC 6513)
  • Food Counter Attendant/Kitchen Helper (NOC 6711)
  • Housekeeping/Cleaning Staff (NOC 6731)

Eligibility Criteria

  • Completed a minimum of Grade 12 education or equivalent
  • Working for an employer who has been approved by the SINP to participate in the Hospitality Sector project.
  • Work for at-least six months in Saskatchewan and meet all the required employment work and performance standards
  • Have a full-time, permanent job offer from an approved hospitality employer in Saskatchewan
  • Meet minimum language proficiency of CLB 4 in English across all four components of the language exam
  • A valid work permit issued by the IRCC for one of the following jobs:
    • Food/Beverage Server (NOC 6513)
    • Food Counter Attendant/Kitchen Helper (NOC 6711)
    • Housekeeping/Cleaning Staff (NOC 6731)
  • Have a valid SINP Job Approval Letter

If you are a temporary foreign worker and want to work under this category, then your employer would need to submit a completed SINP-500-4 Hospitality Recruitment and Settlement plan to the SINP. Once the plan is approved and you meet all requirements for nominations, you can apply for PR under this category.

2.5 Long Haul Truck Drivers

This category allows trucking firms to bring long-haul truck drivers to Saskatchewan.

To qualify, long-haul truck drivers must initially start work on a temporary work permit for an approved truck company in the province. If you are offered permanent employment by an approved trucking firm, you are eligible to apply for permanent residence after working for a minimum of six months with the same employer.

Eligibility Criteria

  • Must have been working for an approved SINP trucking firm in Saskatchewan for a minimum of 6 months on a temporary work permit. The permit must be issued by IRCC Canada and have a positive labour market impact assessment (LMIA) from service Canada
  • Must hold a current Saskatchewan driver’s license Class 1A
  • Have a permanent, full-time job offer from an approved Saskatchewan trucking firm
  • Must have a minimum language proficiency of CLB 4 in English across all components of the language exam
  • Have a valid SINP job approval letter

2.6 Students

This category allows graduated students from recognized Canadian Post-secondary education institutions to apply for permanent residency in Saskatchewan.

Eligibility Criteria

  • Must have graduated from a Saskatchewan post-secondary education institution with a degree, diploma or certificate
  • Worked in paid employment for at least 6 months in Saskatchewan
  • Eligible paid work could include on-campus work, off-campus work, co-op terms, verified graduate fellowships and work experience gained while on a post-graduate work permit
  • You are currently holding a valid graduation work permit from IRCC
  • You need to be working in a full-time, permanent job in your field of study in Saskatchewan and the job should fall under Skill level O, A or B of the NOC code.
  • The current job should be in a designated trade OR related to your field of study and requires a post-secondary education
  • You need to hold a valid SINP job approval letter
  • If you have a job offer in NOC code skill level C, then you need to score a minimum Canadian Language Benchmark (CLB) 4.

Eligibility criteria for students who have graduated from a Canadian Education Institute in Canada (outside Saskatchewan)

You would qualify if you have the following:

  • Graduated from a one-year (minimum) academic year of full-time study from a recognised post-secondary education institution in Canada (outside Saskatchewan) and graduated with a diploma, certificate or a degree
  • You are currently on a valid post-graduation work permit, issued by the IRCC
  • After graduation, you have worked on the work-permit for a minimum of six months consecutive paid work in Saskatchewan, related to your field of study
  • Eligible work experience includes any work experience gained while on a valid post-graduation work permit
  • You have a current, full-time, permanent job offer in Saskatchewan in your field of study, and the job should fall under skill level A, B or O of the NOC code.
  • The current job should be in a designated trade OR a job offer related to your field of study that requires a post-secondary education
  • You need to hold a valid SINP job approval letter
  • If your job offer falls under skill level C of the NOC code, you would need to achieve a minimum score of CLB 4 on the Canadian Language Benchmark

The SINP Entrepreneur Category is for Entrepreneurs who plan to start a business in Saskatchewan. Through this program, you and your family can reside in Saskatchewan by starting, obtaining or partnering in a business in Saskatchewan and being actively involved in the day-to-day operations of the business.

Eligibility Criteria

  • $500,000 minimum in personal and net business assets
  • Three years of relevant business management or entrepreneurial experience, gained in the last 10 years
  • Show intention to invest $300,000 minimum in Regina and Saskatoon or make a minimum investment of $200,000 in all other Saskatchewan communities.
  • Before you can apply for permanent residence you would first need to be nominated.

Steps to apply

  1. Submit an expression of Interest (EOI) to the SINP: Candidates who meet minimum criteria will be accepted into the EOI candidate pool and ranked against the points assessment grid.
  2. Selection of the EOI and Invitation to apply (ITA): If you meet all relevant criteria in your EOI and are ranked among the highest from all the other candidates, you would be invited to apply. Once invited to apply, you must submit a Business Establishment plan (BEP) corresponding to the information provided in your EOI.

    The BEP would need to include the following:

    • You must plan to create a business that aligns with the points that have been assigned in the Entrepreneur Category Points Grid.
    • A minimum investment of $1,000,000 or higher OR you need to maintain at least 1/3rd of the ownership of the equity of the business in Saskatchewan
    • Your commitment to be actively involved in the day to day operation and management of the business
    • Your commitment to create two new jobs for Canadian Citizens or Permanent residents (relatives do not count) - This applies if you are establishing a new business in Regina or Saskatoon
  3. Nomination

    In order to qualify for nomination, you and your family need to be residing in Saskatchewan and meet the following terms of the BPA:

    • Transfer required funds to Canada
    • Maintain legal status in Canada- you would need to ensure that you have at least six months remaining in your temporary work permit at the time of applying
    • Operate a business in line with the BPA for a minimum of six months prior to requesting for nomination
  4. You would need to submit your application for nomination electronically using the SINP online system. If your nomination has been approved, the SINP will send a nomination certificate to the IRCC and a nomination let to you, detailing how to move forward with your permanent residency application.

  5. Application for Permanent Residence

    To be eligible for permanent residency you would need to ensure you maintain your legal status in Canada, and have a valid temporary work permit, while you await your PR application to be processed.

    The IRCC would consider your application only once it receives the nomination certificate from the SINP. You would need to complete additional health and security/criminal checks and submit other information as needed. Once all these reviews have been completed and if approved, the IRCC will grant you the permanent residency visa as applicable.

  6. Farm Owner and Operator

    The farm owner and operator stream is for individuals who have farming experience, have significant capital to invest in a farming business and plan to buy and run a farm while residing in Saskatchewan

    Eligibility Criteria

    • Available Equity:  You would need to show a minimum net worth of $500,000
    • Refundable Cash Deposit:  You would need to sign a performance agreement to actively operate and run a farm operation in the province. You would additionally need to make a good faith deposit of $75,000. The deposit will be refunded to you once you meet all the terms of your performance agreement. In the instance that you do not meet the terms of the agreement within two years of getting to Saskatchewan, the refund deposit will be forfeited.
    • Mandatory visit to Saskatchewan: prior to investing in the farm business, you would need to make a research visit to Saskatchewan, for at least five days, and meet with an SINP representative during your visit.
    • Farm operation knowledge and experience: You would need to demonstrate that you have previous experience in operating a farm. You would need to provide documentation that shows your previous training and education, work experience and financial documents detailing your previous operations. You might be asked to verify the validity of this information through an interview when you are in Saskatchewan.
    • A practical, well-thought-out proposal for a commercial Saskatchewan farming opportunity. 

STEPS TO APPLY

  1. Meet all the eligibility criteria
  2. Make a research visit to Saskatchewan, and stay for a minimum of five days, doing research through meetings and discuss your proposed farm operations.
  3. Submit all forms and documents listed in the Application Document Checklist.
  4. Pay a $2,500 CAD application processing fee
  5. If your application is approved, you will be sent a nomination approval and request for deposit letter and business performance agreement
  6. You will be required to sign the performance agreement and pay a refundable deposit of $75,000 within three months of receiving the nomination approval and request for deposit letter.
  7. A nomination certificate will be sent to the IRCC. The certificate will be valid for six months.
  8. You can use the nomination certificate to apply for permanent residence. If you meet all federal requirements, the IRCC will issue you a permanent residence visa.

The young Farmer stream, under the Farm owners and operators’ program was set up to allow young farm families to establish and operate a farming business in rural Saskatchewan.

Eligibility Criteria

  • Personal net worth of minimum $300,000
  • Net worth should have been accumulated legally
  • Should be below the age of 40 when applying
  • At-least three years’ experience in farm ownership, farm management or demonstrate practical farming experience
  • Submit a proposal for a commercial Saskatchewan farming opportunity, showing a reasonable expectation of profits (a minimum of $10,000 annual revenue)
  • You or your partner/spouse need to demonstrate marketable employment skills, based on education and experience that will help you in your farming business.

STEPS TO APPLY

  1. Make sure you meet all eligibility criteria
  2. You would need to pay a $2,500 application processing fee and an additional $75,000 refundable deposit
  3. You should be able to access and prepare all the required forms and documents for the application and fulfil all other requirements of the program,
  4. A mandatory research visit to Saskatchewan for a minimum of 5 days and conduct research through meetings with service professionals. You would additionally need to meet with an SINP representative in order to go over your proposed farm operating business
  5. After you have signed the Business performance agreement and the Good faith deposit has been paid, you will be nominated.  You will receive a confirmation of nomination letter which will outline how you should proceed with your permanent residency application. A nomination certificate will be sent to the IRCC through post. The certificate will be valid for six months.
  6. You would also be issued a temporary work permit support letter if you require it. The temporary work permit will allow you to come to Saskatchewan early and start preparing to establish your farm business.
  7. You would need to apply for permanent residence before the nomination certificate expires, within six months of receiving it.
  8. You would need to complete additional health and security/criminal checks and submit other information as needed.
  9. Once all these reviews have been completed and if approved, the IRCC will grant you the permanent residency visa as applicable.

Australian Annual Migration Cap lowered
In an effort to curb overpopulation in major Australian cities like Sydney, Melbourne and Brisbane, the government has announced that it plans to reduce the annual permanent migration cap from 190,000 down to 160,000 from July 2019. This is nearly a 15% decrease from the previous year. Of the 160,000 applications accepted, 70% will be in the skilled migration stream (110,000 places), while 30% will be from family migration (47,000 places). Employer sponsored visa will offer 39,000 places, and State and Territory Nominated categories will offer 38,968 places in 2019/20. The government plans to keep this cap in place for at least the next 3 years.
